Panacea might not be an official city today, but the fishing village will go on as the spirited community it always was.
The mail-ballot referendum failed to pass with enough votes to incorporate Panacea.
A total of 367 valid ballots were returned out of 581 mailed. Out of those, 198 (54 percent) voted no, and 169 (46 percent) voted yes to incorporate. There was a 29-vote difference.
Voter turnout for Panacea was 63 percent.
