As promised last week Mark Rosen has sent in a part two for the rules of the road! As the details and questions continue to surround the Costa Concordia, one thing is completely clear, there are rules to follow and when those rules are broken, there are consequences.

It all began back in 1972 in the Convention on the International Regulations for Preventing Collisions at Sea, and became the International Navigational Rules Act in 1977 under President Ford.
